I agree with the action proposed. As regards the changed definition of profits liable to the profits tax an attempt may certainly be made to take advantage of the new wording to exclude certain profits from the scope of the tax but whether it will be successful only forte can decide. My correspondence with Mr. Black and Mr. Firth at 29A to 29E in 54002/40 is of some interest in this matter. The conclusion indicated in that correspondence is that there is probably little difference in meaning between the old and the new definitions.

In any

case I do not think it is worth while suggesting any change.
